Okay, this round has ended and nobody got #2 right. The fountain between Game Time and Opera House Square was built in honor of Julian Bamberger, who also managed Lagoon for awhile.

Dangit, I thoguht about that fountain, but I thought it was the "Julie" Bamburger fountain, which isn't the name of a son. Julie and Julian are close! haha.
